Can secondary admin of sharepoint farm can deactivate and delete wsp template file

HI 

I have uploaded some wsp file  ( project server ->site action-> site setting ->gallery->solution) as primary admin of sharepoint farm and adminstrator of PWA .So can I delete using secondary admin access of farm and adminstrator of PWA and does primary admin of sharepoint farm and adminstrator of PWA has the rights to deactivate and delete wsp file upload by anyone .
