Reporting database 'In Progress' actuals are wrong

hi,

Project server 2010: We use the timesheet user views (MSP_TimesheetLine_UserView) to obtain actuals saved by users in their timesheets. However, while the 'Approved' timesheet lines appear to be correct, there are great inconsistencies among the 'In progress' (temporary saved) actuals. There are huge differences, and I cannot find a pattern for this mismatch. Any ideas why?
