Surrogate Timesheet issue in Project Server 2007

Hi,

I have Portfolio manager access in Project Server 2007,

I tried to create surrogate timesheet, in timesheet owner field i searched for resources, few resources are not listed in that page.

Only for me this issue occurs, few of my resources who are having same Portfolio manager access can see those resources.

Can anyone tell me the solution?
